Clothing sales in Ireland are growing again. The CSO’s latest figures show clothing, footwear and textiles up 6.8% in volume year on year in August 2026. For an independent boutique, the challenge is turning that footfall into sales in a small space, while keeping up with new EU rules on labels, returns and textiles.

This guide covers the display ideas that work in Irish boutiques, plus the rules every fashion retailer should know.

Key takeaways

  • Clothing, footwear and textiles sales rose 6.8% in volume year on year in August 2026 (CSO, provisional).
  • Fibre composition must be on the label and visible to customers before they buy, online as well as in store.
  • In a shop, customers have no legal right to a refund for a change of mind. Online, they usually have 14 days to cancel.
  • The EU ban on destroying unsold clothes applies to large companies from 19 July 2026. Small businesses are exempt.
  • Textile producer responsibility schemes must be in place across the EU by April 2028, and Ireland is preparing its own.
  • In display terms: less on the rail, more on the mannequin, and a clear story from the window to the till.

Eight boutique display ideas that sell

  1. Edit the rails. A rail packed tight looks like a sale. Leave space between hangers so each piece can be seen.
  2. Style complete outfits. A mannequin or a hanging outfit near the door sells three items instead of one.
  3. Use height. Low tables at the front, rails in the middle and wall displays at the back draw people in.
  4. Group by colour and story, not by size. Sizes go on the rail, stories go in the eye line.
  5. A focal table for new arrivals, refreshed every week, gives regulars a reason to come back.
  6. Accessories by the till. Scarves, socks, jewellery and bags are the easy add-ons.
  7. Good fitting rooms. A hook for outfits, a mirror outside and soft, flattering light make a real difference to conversion.
  8. Light the product. Warm, high colour-rendering lighting shows true colours. See our lighting and energy guide.

Rules every Irish fashion retailer should know

Rule What it means for a boutique
Textile labelling (Regulation (EU) 1007/2011) Garments must carry a durable fibre composition label, and customers must be able to see it before they buy, including on your webshop. As a retailer, you must make sure the labels are there and correct. If you sell under your own label or change labels, you count as the manufacturer. Items with leather or fur trim must say "Contains non-textile parts of animal origin".
Returns and refunds (Consumer Rights Act 2022) In store, there’s no legal right to a refund for a change of mind. If you offer one, it’s your own policy, so display it clearly. Faulty goods are different: customers have legal remedies. Online, phone and mail order customers usually have 14 days to cancel after delivery. Made-to-order and personalised items are exempt.
Ban on destroying unsold clothes (Ecodesign Regulation) Applies to large companies from 19 July 2026 and medium-sized companies from 2030. Small businesses are exempt.
Textile producer responsibility (Directive (EU) 2025/1892) EU countries must set up schemes by April 2028. Ireland consulted on its plan in 2026. If you import clothes directly into Ireland or sell your own label, you may count as a "producer". Watch for the final scheme.
Green claims Words like "sustainable" or "eco" need proof. See our green claims guide.

FAQ

Do I have to give refunds in my boutique?

Not for a change of mind in store, unless your own policy says so. For faulty items, customers have legal rights to a repair, replacement or refund.

Do I need to show fibre content on my website?

Yes. The fibre composition must be clearly visible before purchase, and that includes online.

Does the destruction ban apply to my shop?

Not if you are a small business. It applies to large companies from July 2026 and medium-sized companies from 2030.

How many items should go on a rail?

There’s no set number. If customers have to push hangers apart to see a piece, the rail is too full.
